The Credit Union was conceived through a resolution taken at the 1963 Civil Service Association Council of Delegates. This resolution mandated the Association to establish a Credit Union to assist the Association's membership in improving their financial position.

In 1964 the Thrift Club of the Civil Service Association of Trinidad and Tobago was established with a membership of 15 persons. This Club served as the forerunner for the creation of the Credit Union. The Club functioned solely as a medium of savings. The lessons of thrift and proper management were encouraged amongst shareholders. All financial transactions of the Thrift Club were undertaken at the Civil Service Association's office when the Management Committee met for weekly study sessions on the Principles of Credit Unionism.

On December 14th, 1966, the Civil Service Association Credit Union Cooperative Society Limited was registered for business. The membership of the Thrift Club, which had at that juncture comprised 109 persons, became the original shareholders of the Credit Union. the savings held by members of the Thrift Club were utilized to purchase shares in the Credit Union. The Credit Union was provided with free office space and other ancillary services at the Civil Service Association's office at #91 Abercromby Street. As the Credit Union continued to grow the office was next relocated to #71 Pembroke Street before finally moving to its present location in 1986. A geographically expanding membership base dictated the opening of three additional branches; in 1988 at San Fernando and Scarborough, and in 1992 in Arima.

There were two alterations to the name of the organization. The first occurred in 1973 when the name was changed from the Civil Service Association Credit Union to the Public Services Association Credit Union. The word "Association" was dropped in 1988.

The founding fathers of this organization are indeed proud of the emergence of this vibrant, progressive, and stable, financial institution which is now known as Public Services Credit Union Co-operative Society Limited.
